Understanding Baggage Allowance With Norwegian Airlines

Flying with Norwegian? It’s smart to know exactly what baggage you’re allowed — and what you’re not — because the allowance depends a lot on the ticket type you purchased. In this post we’ll break down the three main Norwegian baggage categories: personal item, cabin (carry-on) bag, and checked bag, and show how the rules change with your fare.

Norwegian Ticket Types Matter

Baggage allowance with Norwegian Airlines depends on the ticket type.

Norwegian offers different fare types, and each comes with its own baggage rules. Typical ticket types you’ll see:

    • LowFare – Norwegian’s most basic and budget-friendly option. It includes only an under-seat bag, with no overhead cabin bag or checked luggage unless purchased separately. Ideal for travellers packing light and looking for the lowest possible price, but comes with limited flexibility — no free seat selection, no free changes, and the ticket is non-refundable.
    • LowFare+ – Norwegian low fare plus is a value-focused upgrade that adds convenience without a big price jump. LowFare+ includes an under-seat item and an overhead cabin bag, plus one checked bag up to 23 kg and free seat reservation. It’s a good middle-ground for travellers wanting more baggage and comfort without paying for full flexibility. Changes are still paid, and the fare remains non-refundable.
    • Flex – Norwegian’s most flexible economy fare. You get the full cabin allowance (under-seat + overhead) with a higher combined weight, two checked bags (23 kg each), free seat selection, priority Fast Track security, and free changes. The ticket is also refundable, making Flex ideal for business travellers or anyone who needs maximum flexibility and comfort.

    Norwegian Cabin Baggage

When flying with Norwegian, your Norwegian cabin baggage allowance is divided into two parts: a full-size cabin bag (the overhead-bin suitcase) and a personal item (the smaller under-seat bag).

What you can bring depends on the fare you book, but the rules for size and weight are consistent across the airline.

    Typical Norwegian Cabin Bag Allowance

    • Size limit: 55 × 40 × 23 cm
    • Weight: Combined with your personal item, depending on fare
      • LowFare: Not included
      • LowFare+: Up to 10 kg total
      • Flex: Up to 15 kg total

What is a full-size cabin bag?

    • A small rolling suitcase (cabin-size suitcase)
    • A large backpack
    • A weekender-style travel bag

Because the weight limit is combined with your personal item, the heavier your overhead bag is, the lighter your under-seat item must be — especially on LowFare+.

If the bag is oversized or over the weight limit, Norwegian may require you to check it at the gate, often with an extra fee.

    Norwegian Personal Item (Under-Seat Bag)

Your personal item is the smaller bag you keep under the seat in front of you.

This item is included with all fare types.

    • Size limit: 30 x 40 x 20 cm
    • Weight: The personal item shares the combined cabin weight with the overhead cabin bag. That means:
      • LowFare: Personal item only (no overhead bag), so it must weigh up to 10 kg max.
      • LowFare+: Personal item + overhead, 10 kg combined.
      • Flex: Personal item + overhead, 15 kg combined.

    Examples of personal items:

    • A small backpack
    • A handbag
    • A laptop bag or slim work briefcase
    • A duty-free bag
    • A tote bag that fits under the seat
    Luggage carousel at the airport

Checked Baggage Allowance With Norwegian Airlines

Norwegian checked baggage rules are closely tied to the Norwegian ticket type you purchase.

While all passengers may add checked bags for a fee, not all fares include them for free.

    • Weight: Up to 23 kg per bag
    • Maximum size: Typically up to 250 x 79 x 112 cm (L x H x W) with max. circumference 300 cm.
    • Your total checked baggage allowance cannot exceed 74 kg.

    LowFare

    • No checked baggage included
    • Passengers must pay extra to add one or more checked bags
    • A good option for travelers packing light or using only cabin baggage

    LowFare+

    • 1 checked bag (23 kg) included
    • A cost-effective choice for travelers who need both cabin and checked baggage without going to the highest fare tier

    Flex

    • 2 checked bags (23 kg each) included
    • Ideal for longer trips, families, or anyone carrying heavier luggage

If your fare doesn’t include checked baggage — or you simply need more — Norwegian allows you to purchase additional bags. This can be done at the time of booking (the cheapest option), after booking via “My Trips” or at the airport (the most expensive option).

The price of the checked bag allowance varies by route and season.

    Large/Special Items

    Norwegian accepts:

    • Sports equipment (bikes, skis, golf clubs)
    • Musical instruments
    • Strollers and baby equipment

Some may require special packaging or pre-booking, and fees may apply.

Norwegian Lost Baggage and Norwegian Delayed Baggage

If your baggage is delayed or lost when flying with Norwegian, you are covered under the Montreal Convention, which defines airline responsibilities and passenger rights. This means Norwegian may compensate you for reasonable expenses if your checked baggage is delayed, damaged, or permanently lost.

If your bag doesn’t appear on the carousel, go straight to the baggage service desk in the arrivals hall before leaving the airport. There, you’ll complete a Property Irregularity Report (PIR) and present your baggage tag and boarding pass.

While Norwegian traces your bag, you’re allowed to buy essential items such as toiletries, underwear, or basic clothing. Keep every receipt — you can submit them later for reimbursement once your baggage is returned. This is often called delayed baggage compensation.

If your bag is officially declared lost (usually after 21 days), you can file a formal compensation claim with Norwegian. Under the Montreal Convention, the maximum compensation is 1,288 Special Drawing Rights (SDR) — roughly €1,300, depending on exchange rates.
